The "Alliance" fights discrimination against Roma at the local and regional levels, promotes their inclusion and raises awareness of these communities among local and regional authorities.

The Alliance operates under the auspices of the Congress of Local and Regional Authorities of the Council of Europe.

The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field including Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari, Balkan Egyptians (Egyptians and Ashkali), Eastern groups (Dom, Lom and Abdal), groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.


Romanian city of Ploiesti newest participant of the Alliance

The city of Ploiesti, Romania, joined the European Alliance of Cities and Regions for Roma Inclusion to raise its number of participants to 123. Mayor Iulian Badescu writes in his letter to Congress-President van Staa that Ploiesti “intends to make efforts in order to increase the visibility of the Roma community issues by involving citizens in an active manner on history, culture and key challenges that Roma are confronted with.”

One project in particular, where the city of Ploiesti is a partner, has spectacular results – the ‘Concordia’ project. This project comprises several houses dedicated to children and young people, most of them Roma, in order to protect and take care of them, as well as providing proper job education.

Ploiesti, situated just north of Bucharest, has nearly 230.000 inhabitants. It is the county seat of Prahova County.

The letter of Mayor Iulian Badescu was conveyed by Congress Bureau member Ludmila Sfirloaga, who is a Councillor for Pravoha County. As a Bureau member she has played a significant role in the Congress’ efforts for Roma Inclusion.
