The "Alliance" fights discrimination against Roma at the local and regional levels, promotes their inclusion and raises awareness of these communities among local and regional authorities.

The Alliance operates under the auspices of the Congress of Local and Regional Authorities of the Council of Europe.

The term “Roma and Travellers” is used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field including Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari, Balkan Egyptians (Egyptians and Ashkali), Eastern groups (Dom, Lom and Abdal), groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.

SG Thorbjørn Jagland expresses concerns about attacks against Roma in Ukraine

The Secretary General of the Council of Europe Thorbjørn Jagland expressed his concerns about the string of arson attacks targeting Roma citizens in several locations in Ukraine in a letter to the Prime Minister of Ukraine, Mr Volodymyr Groysman.

Mr Jagland noted: "It is of great importance that all relevant actors at the highest political level, as well as local authorities and police forces, mobilise in response to this siutation, which seems to have spread throughout Ukraine".

He expressed his expectation that Ukrainian authorities will conduct the necessary effective investigations into allegations in line with the requirements of the Convention on Human Rights and the Court of Human Rights' case law and bring the prepretrators to justice.
