The Committee of Ministers of the Council of Europe adopts a new recommendation to member States, namely CM/Rec(2017)10 on improving access to justice for Roma and Travellers in Europe

On 17 October 2017, the Ministers’ Deputies adopted a new recommendation concerning the facilitation of equal access to justice and court for Roma and Travellers. Particular attention is paid to the situation of people suffering from intersectional discrimination, such as women and girls, young people and people with disabilities.
The recommendation emphasizes the importance of equal access opportunities to legal aid and legal services and highlights the importance of quasi-judicial methods of conflict resolution and the effectiveness of judicial remedies.
The recommendation, which was drafted by the Ad Hoc Committee of Experts on Roma and Traveller Issues (CAHROM), fits into the 1st priority “Improving access to justice and fighting anti-Gypsyism” of the Council of Europe Thematic Action Plan for the Inclusion of Roma and Travellers 2016-2019 adopted by the Committee of Ministers in March 2016.
Furthermore, this new recommendation is of utmost importance for the JUSTROM joint Council of Europe/European Commission programme on Roma and Traveller women’s access to justice which focuses on improving access to legal aid and public services though the establishment of legal advice centers in Bulgaria, Greece, Ireland, Italy and Romania. JUSTROM also aims to further improve Roma and Travellers’ knowledge about human rights and relevant institutions.
